History
The 1986 Merger
IUEC Local 131 is the result of a merger between IUEC Local 131 (New Mexico) and IUEC Local 128 (El Paso, TX) on October 1, 1986. Local 128 was originally chartered on July 1st, 1948, and Local 131 originally came into being on January 1st 1955. The merger created a jurisdiction that is both manageable and profitable for past and current IUEC members.
Past Leadership
At the time of the merger, Adam Hajost was the Business Representative at Local 128, and Tony Burke had the same role at Local 131. Hank Hardy was Secretary Treasurer of Local 131 and became Business Representative in late 1986. Bob Michaels was Business Manager/Treasurer from 1988 to 2003, and Paul McMahon was Business Manager/Treasurer from early 2003 to early 2005. Perry Chase was Business Manager/Treasurer after Paul McMahon until mid-2009, when Leonard Bridge II took charge. From Late 2011 to late 2012, Local 131 was in trusteeship and run by various Regional Directors associated with the IUEC, but in September, 2012, Local 131 was born again with Oscar Duran elected Business Representative/Financial Secretary. Oscar served till the end of 2021. In October of 2021 a special election was held, and Marvin Regensberg was elected Business representative/Financial Secretary and holds this position to this day.
The Elevator Safety Act
During the 2023 State of New Mexico Legislature Marvin Regensberg working alongside Kevin Sullivan from the IUEC Work Preservation Department and Lobbyist Scott Scanland turned HB 299 into The Elevator Safety Act, which will be developed over 3 years. In the 2024 New Mexico Legislature, the team worked on funds being placed in the NM General budget. $13.5 million per year was awarded to the Construction Industries Department (CID) of NM for implementation of the program. Currently, the team is working on the rules that will govern the licensing and inspection process of The Elevator Safety Act.

The Local’s jurisdiction has expanded out from its roots in Baltimore City to include 18 of Maryland’s 23 counties along with Sussex County Delaware and sharing Kent County Delaware with Local 5. If you follow the Mason-Dixon line from the Appalachian Mountains in western Maryland down to the Atlantic beaches of Rehoboth and Ocean City, you will find our members working and living.
From the steps of the state capital in Annapolis up to the top of the Chesapeake Bay, Local #131 members continue to carry on our union elevator constructor heritage well into the 21st century.
